Alyeska’s Women and Minority Business Enterprise (WMBE) Program promotes opportunities for qualified women and minority-owned companies to provide third-party goods and/or services to Alyeska. Alyeska maintains a list of qualified WMBE providers for future bid opportunities. Alyeska’s WMBE Program provides fair and equal accessibility to WMBE firms for materials and contract service opportunities with Alyeska. Alyeska prohibits discrimination against any person or business pursuing these opportunities on the grounds of race, creed, color, national origin, or sex.
WMBE Program Requirements
Federal Regulations and Title 28 require adequate and timely consideration of minority business enterprises in Alyeska’s contracting decisions. Qualified WMBE businesses can be sole proprietorships, partnerships, corporations, or joint ventures that are at least 51% owned, controlled, and actively managed by minority group members and performing a business function or provide materials that are useful to Alyeska.
WMBE Program Definitions
“Minority” means a person who is a citizen or lawful permanent resident of the United States and who is either one or a combination of:
- African American (a person having origins in any of the black racial groups of Africa)
- Alaskan Native and/or American Indian (a person having origins in any of the original peoples of North America)
- Asian American (a person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent, or the Pacific Islands)
- Hispanic (a person of Mexican, Puerto Rican, Cuban, Central or South American, or other Spanish culture or origin, regardless of race)
- Women (a person of the female gender)
“Minority business“ must be a continuing, independent, for profit business which performs a commercially useful function, and is at least 51 percent owned and controlled by minorities. Or, in the case of any publicly owned business, at least 51 percent of the stock of is owned and controlled by minorities.
“Control” means exercising the power to make policy decision.
“Operate” means being actively involved in the day-to-day management of the business.
